Tree Works Applications

If a tree is covered by a Tree Preservation Order (TPO), or stands within a Conservation Area, written consent from the Council is required before any work can be carried out to the tree. Pruning, felling and even cutting the roots of the tree without consent is deemed an offence, and the penalties for committing this offence can be significant.

In order to apply for consent to carry out works to a protected tree, you must submit a Tree Works Application (TWA) to your local Council. Whilst it is possible to fill in a TWA yourself, in most cases it is far easier and more effective to enlist the help of a qualified Arboriculturist.

That is because the Council has to be satisfied that the proposed work is arboriculturally justifiable and proportionate. You cannot simply request permission to fell a protected tree because it drops its leaves in autumn, for example.

Once your TWA has been submitted, the Council will send out a Tree Officer to inspect the tree and confirm the observations contained within our report. If they are satisfied with the reasoning, they will then grant permission to carry out any proposed works. Unfortunately, due to staffing issues this process can take several weeks, which is why it is important to ensure that your TWA is right from the start.
